Diesel is at or below your baseline, so the formula returns zero or less. Most clauses floor the surcharge at zero rather than paying it back, so that is what is shown — but check what yours actually says.

This is the part a fuel clause that just says "per the DOE index" leaves open. Figures use the reading dated 2026-08-03, with your baseline, mpg and mileage.
